Why Israeli Recruitment Agencies Don't Publish Prices (And Why We Do)

TL;DR. Most Israeli recruitment agencies – including Ethosia, Liba, and Gotfriends – charge 100-150% of annual salary per hire but do not publish their prices. This forces every client into a negotiation they are unprepared for, advantages repeat buyers over first-time international companies, and adds two to three weeks of friction before a search can begin. Digital Hunters publishes prices. Not because it is unusual. Because it is the right way to operate.

If you have spent time researching Israeli recruitment agencies, you have noticed something. The biggest names in the market – the ones with the most prominent brand presence, the most LinkedIn followers, the longest client lists – do not tell you what they charge. You fill out a contact form, schedule a call, sit through a pitch about their network and their process, and somewhere in the third meeting someone mentions a fee structure. By then you have already invested enough time that the number feels like a minor detail.

This is not an accident. It is a deliberate commercial strategy that benefits the agency and disadvantages you. This article explains exactly how it works, what it costs the buyers of recruitment services, and why Digital Hunters operates differently.

The opacity playbook

Recruitment agencies that do not publish fees typically charge within a defined internal range but apply that range flexibly depending on client sophistication. A multinational with an established vendor management system and a procurement team gets close to the bottom of the range. An international company hiring in Israel for the first time, with no reference point for what is normal, often pays the top of the range – or above it.

This is not hypothetical. The fee spread in the Israeli tech recruitment market is real. The same candidate placed at the same salary can generate a fee of 80,000 NIS from a well-negotiating repeat buyer and 160,000 NIS from a first-time international client – not because the search was more complex, but because the information asymmetry allowed it.

The opacity playbook also prevents direct comparison. If Ethosia does not publish its fees, you cannot compare them to Liba. If neither publishes, you cannot compare either to Digital Hunters without going through separate sales processes with all three. This is the point. The lack of transparency is the moat.

What opacity costs you

Time. The typical "discovery process" before an undisclosed agency will share pricing runs two to four weeks and involves multiple calls. For an international company that needs to start a search, this is a month of delay before you have even agreed on terms.

Budget accuracy. If you cannot get a fee before the search starts, you cannot model your total hiring cost. You build a hiring plan with a placeholder, and then find out the actual cost after the candidate accepts. This is a particularly acute problem for companies operating with quarterly budget cycles or headcount approvals tied to cost-per-hire targets.

Negotiating leverage. Negotiating a fee after you have already started a search puts you in the weakest possible position. You have committed time, built a relationship, briefed the agency on your role requirements, and now changing providers carries its own cost. The agency knows this. The fee conversation that happens mid-process is not a negotiation – it is a ratification.

Agency Published pricing Typical fee range Notes
Digital Hunters Yes 100% monthly salary (min 10,000 NIS success-fee); 74,100 NIS / 13 candidates (project) Transparent, disclosed before engagement
Ethosia No Typically 100-150% of annual salary equivalent Negotiated per client
Liba No Typically 100-150% of annual salary equivalent Negotiated per client
Gotfriends No Typically 100-150% of annual salary equivalent Negotiated per client

Competitor fee ranges are market estimates based on publicly available information and industry knowledge, not confirmed by those companies. Their actual fees may vary.

Why agencies maintain the opacity

The economic case for price opacity in professional services is well-documented. Price discrimination – charging different prices to different buyers for the same service – is only possible when buyers cannot compare prices. Information asymmetry is the mechanism. Opacity is the tool.

There is also a defensive argument that agencies make internally: different searches are different in complexity and deserving of different fees. A DevOps engineer in Tel Aviv is not the same search as a cybersecurity researcher with active clearance. This is true. But it does not justify hiding the pricing structure – it justifies having a structure with transparent variation criteria. "We charge 15% of annual salary for standard engineering roles and 18% for executive and security-cleared searches" is transparent. "Contact us to discuss" is not.

A third factor: disclosed pricing creates accountability. If you publish a fee and then try to charge above it in the contract, clients notice. Opacity removes this accountability entirely.

The Digital Hunters position

Digital Hunters publishes prices. Not as a marketing stunt. Because it is the correct way to operate a professional services firm that respects its clients' ability to make informed decisions.

Our success-fee for placement is 100% of the candidate's first monthly gross salary, with a minimum of 10,000 NIS. This is the same for every client, before and after engagement. The minimum applies to junior roles where the percentage would otherwise undervalue the search work. There is no separate negotiated rate for large clients. There is no premium charged to international companies who "don't know better." The number is the number.

Our project recruitment rate is 74,100 NIS for 13 vetted candidates delivered over 4 weeks – 5,700 NIS per candidate. Our in-house retainer starts at 9,000 NIS per month for 50 hours of dedicated recruiter time, with 80% off additional roles. Our assessment-only service runs from 450 NIS (single candidate profile) to 3,500 NIS (full team-fit evaluation). All prices exclude VAT.

We lose some business to this approach. Some clients who could have been charged more go elsewhere when they find an agency willing to negotiate above our published rate. That is a trade-off we accept deliberately. The clients we work with know exactly what they are paying before they sign anything, can model their hiring cost accurately, and do not spend three weeks in a sales process before reaching the commercial terms.

This is not idealism. It is a business model built on the belief that buyers who trust you before the engagement starts behave differently during and after it. Transparency is not a values statement. It is a commercial advantage that compounds over time.

What to ask any Israeli recruitment agency before you sign

Whether you work with Digital Hunters or someone else, these questions belong at the start of every agency conversation – not after the intake call.

  1. What is your exact fee structure, including minimums and VAT treatment? Get the number before anything else.
  2. Is this fee the same for every client, or is it negotiated? If it is negotiated, ask for the range and the variables that determine where in the range you land.
  3. What does the replacement guarantee cover, in writing? 30/60/90-day is market standard. Less is worth pushing back on.
  4. What is the exclusivity window per candidate? Standard is 6-12 months from first submission.
  5. Can I see the fee clause and replacement guarantee in the contract before I sign? Any agency that hesitates on this is worth scrutinizing carefully.

The Israeli recruitment market is sophisticated and well-stocked with capable firms. Pricing opacity is a feature of the market, not a sign of incompetence. But it is worth knowing what you are navigating – and worth working with firms that treat your time and your budget as worth respecting before the contract is signed.
